Loulé and Quarteira digital districts
Smart cities · Parking · Environmental monitoring
Coordinating connected urban systems within a complex programme involving multiple technologies and stakeholders.
Context
A smart-city deployment across Loulé and Quarteira, built to ease traffic, guide drivers to available parking, and monitor air quality across the two towns.
It sits within the towns' Bairros Comerciais Digitais programme, and was the first public tender the company won — two of its four administrators had told me to forget about entering it.
My responsibility
I ran both the product management and the project management end to end, and designed the operations dashboards.
Delivery — including installation — was handled in-house, by our own team.
What shipped
Deployed across Loulé and Quarteira:
- 94 sensors
- 6 cameras
- 7 LED traffic-guidance panels
- 4 air-quality monitoring stations
- Management dashboards
- Real-time parking guidance that routes drivers to available spaces

Evidence and outcomes
For the company, it opened the door to public-sector work.
In the two towns, the system routes drivers straight to free parking to cut the circling that congests the centre, and provides continuous, public air-quality data.
